CRA-3: The Cost Auditor's Report to Your Board

CRA-3 is where the cost audit actually gets documented — auditor observations, reconciliation and, if any, qualifications. Here is what it covers and when it's due.

Overview

What Is Form CRA-3?

Form CRA-3 is the prescribed format for the cost audit report itself. Once appointed via CRA-2, the cost auditor examines the company's cost records and prepares this report, submitting it to the board of directors within 180 days from the end of the relevant financial year. It's the auditor's formal output — separate from CRA-4, which is how the company later files that report with the MCA.

CRA-3 vs CRA-4

CRA-3 is the auditor's report to the board — an internal document at this stage. CRA-4 is the company's subsequent filing of that same report with the MCA, due within 30 days of receiving CRA-3.

The cost auditor must submit the CRA-3 report to the board within 180 days from the end of the relevant financial year.

The appointed cost auditor prepares CRA-3, based on their examination of the company's cost records and cost accounting systems.

Not directly — CRA-3 goes to the company's board first. The company then files that report with the MCA separately, via Form CRA-4.

It includes the auditor's observations on cost records and systems, product or service-wise cost details, and a reconciliation between cost and financial accounts.

Any reservations, qualifications or adverse remarks are documented within the CRA-3 report itself, along with the company's response.

The 180-day period is a statutory timeline; extensions are not routinely available, so planning around it is important.

Yes, the report is signed by the cost auditor in their capacity as a Cost Accountant in practice.

The report includes cost data broken down by each product or service covered under Rule 3, rather than one aggregate figure.
